by Anyone can create a tournament. The Academy will supply 500lp to the winner of the tournament (the tournament creator cannot take this money); any additional lp must be supplied by the creator. If you like, you can even create a tournament with an entry cost wherein the prize money is pooled from this. - Alternatively, the tournament creator could just pay the winner out of their own pocket.
