That's a great question! Neos Wiseman can't be destroyed by card effects so it would only be natural to question solemn warnings ability to destroy it. But what you have to keep in mind is that most Continuous Effects that a monster may have is not applied until they are Successfully Summoned. In this case, solemn warning negates Wiseman's Summon then destroys him, so his Continuous Effect does not active because he technically never was on the field.
