Replace Judges with Testers

I don't really see a purpose for Judges, I guess teachers could settle ruling disputes.
A tester won't have to be as good as a judge, but can take off some of the burden of the other staff.

I like this suggestion.

Judges might be re-instituted when activity picks up, but for now, I don't see a reason to have them, and testers would be more helpful.
